ഗാഡ്ഗില്‍സാറും കുഞ്ഞാറാണന്റെ അയലത്തലയും.. (അനില്‍ പെണ്ണുക്കര)
ആദ്യമേ പറയട്ടെ ഇത് ഗാഡ്ഗില്‍സാറിനെപ്പറ്റിയല്ല. മറിച്ച് ഗാഡ്ഗില്‍സാറിനെ ചര്‍ച്ചചെയ്ത് തള്ളിയവരും പറഞ്ഞു നാറ്റിച്ച് നാടുകടത്തിയവരും ഇപ്പോള്‍ അദ്ദേഹത്തെ തോണ്ടിവിളിക്കുന്നത് കണ്ട് പറഞ്ഞുപോയതാണ്.

സാര്‍, സാറു പറഞ്ഞത് നേരായിരുന്നു ... പക്ഷേ മലമാന്തിയും കല്ലുപൊട്ടിച്ചും വിശ്വാസം നാട്ടിയും ഞങ്ങള്‍ ഇത്തിരിക്കാശുണ്ടാക്കുന്നത് കണ്ട് അസൂയപൂണ്ട് സാറുവച്ച പാരയാണെന്നാണ് അങ്ങയുടെ റിപ്പോര്‍ട്ടിനെ കണ്ടത്.

ഒരു കാര്യം മനസ്സിലായി സാര്‍. മലയില്‍ വെള്ളപ്പൊക്കമുണ്ടാകില്ല എന്ന ഞങ്ങളുടെ വിശ്വാസം ശരിയാണെന്ന് . പക്ഷേ മലേം വെള്ളവും താഴോട്ടു വരുമെന്ന കാര്യം ഇപ്പോഴാ അറിഞ്ഞത് .

ഞങ്ങളുടെ നാട്ടിലാണ് കുഞ്ഞാറാണന്‍ ജീവിച്ചിരുത്. അഭിമാനിയായ കൃഷിപ്പണിക്കാരന്‍ വൃദ്ധന്‍.

രാവിലെമുതല്‍ മേലനങ്ങി പണിയെടുത്ത് ക്ഷീണിച്ച ടിയാന്‍ അന്തിക്ക് ആറ്റിലൊുമുങ്ങി അടുത്തുള്ള കള്ളുഷാപ്പിലേക്കു വടിയും കുത്തി കയറും.

''ഒരു അയലയും കുപ്പിയും...''

കുഞ്ഞാറണന്‍ ഉറക്കെ പറയും. അതുകേട്ട് മറ്റുള്ള കുപ്പിയളിയന്മാര്‍ കുശുമ്പ് കുത്തും.
ഒരു അയല വറുത്ത് മുഴുവന്‍ വാങ്ങുന്നത് കുറഞ്ഞകാര്യമല്ല. അതിന് മടിയില്‍ കാശുവേണം.
കുപ്പിയും കള്ളും വരുമ്പോള്‍ കുഞ്ഞാറണന്‍ എല്ലാരേം ഒന്ന് നോക്കും. പിന്നെ അയലത്തല പറിച്ച് ദൂരേത്തേക്ക് നീക്കിവയ്ക്കും.

കുഞ്ഞാറണന് തല വേണ്ട. മണ മതി... തല തിന്നാന്‍ മാത്രം കുറഞ്ഞവനല്ല താന്‍. പോട്ടെ പട്ടി തിന്നോളും എന്ന മട്ടാണ് അപ്പോള്‍ അങ്ങേര്‍ക്ക്. അത് കാണുവര്‍ക്ക് വീണ്ടും അസൂയ...

തല കളയുവ്വോ ആരെങ്കിലും... കാശിന്റെ മുഷ്‌ക്ക്...

കുപ്പിയില്‍ കള്ള് പകുതിയാകുമ്പോള്‍ അയല മുള്ളുള്‍പ്പടെ തീര്‍ന്നിരിക്കും ...

കുഞ്ഞാറണന്‍ ചുറ്റുംനോക്കും. പിന്നെ വടികൊണ്ട് മുന്‍പ് ഗമയില്‍ പറിച്ചുമാറ്റിയ ' തലനീക്കി പാത്രത്തിലാക്കും.

കള്ളുകുപ്പിയും അയലപ്പാത്രവും കാലിയാക്കി നടന്നു പോകും.

മുമ്പ് ഗാഡ്ഗില്‍ സാറിനെ അയലത്തലപോലെ വലിച്ചെറിഞ്ഞ കുഞ്ഞാറണന്മാര്‍ വടികൊണ്ട് അദ്ദേഹത്തെ തോണ്ടിവിളിക്കുന്നത് കാണുമ്പോള്‍ അറിയാതെ ഞാന്‍ കുഞ്ഞാറണനെ ഓര്‍ത്തുപോയി.

Climate change is not the effect of local changes in a particular area but the combined effect of global man made changes. Politicians and people like Gadgil appointed by politicians will write reports to manipulate others to their liking by writing and using such reports for political purpose. They have media like Mathrubhumi channels that arrange channel discussions to sway public opinion the way they want it. Poor helpless farmers in High ranges of Kerala are to blame for climate change, and not the politicians that approved projects like Idukki Dam and other hydroelectric projects- massive construction efforts in sensitive high range area. They sit in air conditioned rooms from the electricity produced from such projects and blame poor farmers as most of those farmers belong to a different political party or voted for a different political party. Hypocrisy!

Gadgil report has 522 pages. Did any of you read the entire report. There were 3 committees; Gadgil, Kasturirangan & Ommen.  Here below are their Recommendations:-

The Gadgil Report

1.    The Western Ghats Ecology Expert Panel (WGEEP) designated the entire hill range as an Ecologically Sensitive Area (ESA).

2.    The panel, in its report, has classified the 142 taluks in the Western Ghats boundary into Ecologically Sensitive Zones (ESZ) 1, 2 and 3.

3.    ESZ-1 being of high priority, almost all developmental activities (mining, thermal power plants etc) were restricted in it.

4.    Gadgil report recommended that “no new dams based on large-scale storage be permitted in Ecologically Sensitive Zone 1. Since both the Athirappilly of Kerala and Gundia of Karnataka hydel project sites fall in Ecologically Sensitive Zone 1, these projects should not be accorded environmental clearance,” it said.

5.    Gadgil Committee report specifies that the present system of governance of the environment should be changed. It asked for a bottom to top approach (right from Gram sabhas) rather than a top to bottom approach. It also asked for decentralization and more powers to local authorities.

6.    The commission recommended constitution of a Western Ghats Ecology Authority (WGEA), as a statutory authority under the Ministry of Environment and Forests, with the powers under Section 3 of the Environment (Protection) Act, 1986.

Kasturirangan committee Report Recommendations

·         Instead of the total area of Western Ghats, only 37% (i.e. 60,000 sq. km.) of the total area be brought under ESA under Kasturirangan report.

·         A complete ban on mining, quarrying and sand mining in ESA.

·         Distinguished between cultural (58% occupied in the Western Ghats by it like human settlements, agricultural fields and plantations) and natural landscape (90% of it should come under ESA according to the committee).

·         Current mining areas in the ESA should be phased out within the next five years, or at the time of expiry of mining lease, whichever is earlier.

·         No thermal power be allowed and hydropower projects are allowed only after detailed study.

·         Red industries i.e. which are highly polluting be strictly banned in these areas.

·         Kasturirangan report on the Western Ghats has made several pro-farmer recommendations, including the exclusion of inhabited regions and plantations from the purview of ecologically sensitive areas (ESAs).

·         The Kasturirangan report had said 123 villages fall under the ESA purview.

Recommendations of Oommen V Oommen Committee

1.    The committee recommended the government to make changes in the clauses of Environmentally Fragile Land (EFL) in the Western Ghats.

2.    The Oommen Committee reported that serious lapses happened in determining the EFL areas. The committee adopted a satellite survey to determine EFL and even plantations and estates were included in it!

3.    It also recommended stopping land acquisition proceedings according to the Kasturirangan committee report.

4.    The panel has made several pro-farmer recommendations, including the exclusion of inhabited regions and plantations from the purview of ecologically sensitive areas (ESAs). The Kasturirangan report had said 123 villages fall under the ESA purview.

5.    The state-level panel said a field survey should be held in places that the Madhav Gadgil and Kasturirangan reports have identified as ESAs to demarcate forest land and human settlements. After examining the population density of these areas, human settlements should be exempted from the category of ESAs.

6.    It also said farmers should not be stopped from rearing hybrid varieties of milking animals and suggested that the grace period is given to shift to organic farming be extended from five years to 10 years.

7.    The report said forest areas should be fenced to prevent the animals straying into it. -posted by andrew

It is true that Gadgil is recognized as an expert. That does not mean what he says is scientifically correct. We have many cancer experts here. They bring out many studies on cancer but none of them could find the real cause of cancer and the number of cancer patients are increasing every year. Gadgil put forward some suggestions but he could not or nobody could prove that the natural calamities are due to the reasons he pointed out. In several northern states, they are going through flood. A Gadgil type report is applicable anywhere there? Even if Gadgil report is accepted, there is no guarantee that flood will not come.

It is true that we have to take care of our environment. Environmental disasters can be seen in different parts of the world because of wrong policies. But flood, earthquake, volcanoes, tornadoes etc are part of nature’s phenomenon, and nobody knows the exact reason for it. There are several theories. If they knew the reason for it, they could predict it in advance. Nobody succeeded in predicting flood, earthquake or volcanoes or tornadoes. So there are many variables in it, and we do not know all the variables involved in it. All these natural calamities will be here in the future also. Some people use it for political purpose. 

If we do not like somebody and if an accident happens to that person, we might think he is a sinner and so God punished him. Some connect such accidents with causes not related to it, and say that if his instructions were followed this would not have happen. But there is no proof to connect that one is the cause of the other.

With natural calamities, it is possible that cosmic influences such as the movements of planets in the out space are involved, and there is no way to study or prove such influences. Just as tides are due to the movements of planets, cosmic influence can cause natural disasters that we have no way of finding out. Some politicians from north India try to manipulate things here as they want it or to rule over us as they did in the past. They do not apply the same rules to themselves, and control developments or environmental issues there.
